Question

The thing about Reality Warping is that it encompasses many other abilities within it. That is why all Tier 0 characters have so few abilities, when they should theroritically have them all. Reality Warping at their level literally lets them do almost anything they want.

It is kept as a power since so many franchises describe characters as Reality Warpers, or as those that can "bend reality". Since it is such a common proclamation, that is why we keep it
 
I am deadly serious when I say that it would be quicker to list the abilities that it doesn't encompass. Reality Warping likely will not grant the user:

Acausality (To be acausal is to exist seperate from cause and effect. While reality warpers can manipulate time at higher levels, they normally cannot actually resist time warping)

The Omni powers (Well, duh)

All verse-specific powers (The Force, Haki, etc.)

While we will analyse reality warpers on a case-by-case basis, a powerful reality warper could literally have every power on the Powers and Abilities catagory list
