You can create a sandbox, which you could use to work on profiles before posting them. They don't count as separate pages and are often used for works in progress. Something like User

Go to the red link and just create the page, is all. Sandboxes are mostly used the same as normal pages, but don't show up on the activity feed at the side.
They're mostly good for keeping works in progress or testing certain things without needing to make an unfinished profile.
