Question about Tier 0/High 1-A

Hello, after reading the Tiering System's reasonings for Tier 0/High 1-A+, I had a question:

As I understand it, Tier 0 characters are the very source of logic, which is what defines all the possibilities that can exist. And, there are two types of High 1-A+ characters, the first type are those who can actualize posibilities of any given "size" while being among those possibilities themselves, and the second type are the ones that embody the very framework all possibilities, everything a Tier 0 can create. So, the subordination chain is this: 0>High 1-A+ type 2>High 1-A+ type 1.

So, my question is, where would this next hypothetical characters fit in that chain?:
1) A character that embodies logic itself, as in, the very principle that defines everything a Tier 0 can generate.
2) A character that embodies duality itself.
3) A character that is Tier 0 uses as a vehicle to generate every possibility, as Azathoth is to the Supreme Archetype.

Also, if I didn't get the Tiering System's reasoning right, feel free to correct me. Thanks in advance

1 and 3 pretty much answers itself (High 1-A+. type 2 and type 1 respectively)

2 is heavily context/verse dependent but scales to the cosmology at least. so not inherently any of the above tiers

For 2 , no . 1 and 2 are ok
But I also have a question , what if a character embodies or possesses all capabilities that a tier 0 should have , can it be high 1-A+ ?
