In the page it says Questionable Omnipotence for powers and abilities. but why doesn't he have omniscience and omnipresence as well like the other tier 0s?

I believe the Writer is also implied to be broken up into multiple "avatar" writers in the GM's Animal Man run.

Yes, he jokes that he doesn't write every comic or else he'd have no life, and says that someone else writes Animal Man when he's with the Justice League, to which he replies. "True... I never seen to do much when I'm with them."
The whole story was still very clearly portrayed as being fiction within fiction, however.
