Well, that's surely an outlier

Scaling pokémon based solely on moves was already rejected (hence the seismic toss scaling getting removed from profiles), instead it's a combination of scaling, moves, feats, statements and common sense (e.g Pidgey would be 7-A for being able to learn defog lol).
Sunny day and other similar moves are all in the same boat, they get depicted differently depending on the media (leading to inconsistencies) moreover this isn't anything new, other non-legendary mons have displayed tier 4 stuff in the past and this is no different, just another outlier like what was mentioned above.
