Are eletric attacks and the solar beam considered real lighting and light? If so does anyone have scans for that?

Not all electric attacks are considered real lightning. But Thunder is stated to be a lightning attack, and its animation in both the games and on a few occasions in the anime has the attack be released from clouds. The move's accuracy increases during stormy weather, and several pokedex entries imply this is the case (i.e. "It discharges electricity from its mane. It creates a thundercloud overhead to drop lightning bolts." ~ Manectric's B/W entry)
Solar Beam is considered real light. It has been called light before, and has shown reflection as well as the ability to power solar panels. You'd be better off asking someone like Cal for scans of this though since I don't read the manga much. Keep in mind we had a pretty long thread about solar beam being real light already.
