Pokemon Regenerationn

This is the same problem as most RPGs or hell even video games healing. Mid-Low is probably the safest bet for anything that has no superior regen feat, such as Cryogonal or Deoxys.
 
But what about that video I add that shows Deoxys using Recover? That looks like a little more then just "Mid-Low".
 
It already has Low-High. But that's only for it. You must go for the best regen feat of each individual Pokémon.
 
Is Recover a different level of Regenerationn from other healing moves? From Generation 5 onwards, the description for it reads: Restoring its own cells, the user restores its own HP by half of its max HP.

Ergo, it's specifically cellular restoration. Also, what of Shore Up (Its original name specifically translates as "Shore Up".) which is exclusively learned by Pokemon made of sand?
 
The only move that grants higher regen is Acid Armor, given that it liquefies the user, but they're perfectly fine.
 
So to clarify, cellular restoration via Recover, & gathering new sand for one's body with Shore Up are both Mid-Low?
