The foundation is charged with containing the Pokémon.

How will they do it

A. Use their own soldiers to try to contain them

B. Use their scps to do it for them

C. Send class d personnel to steal plans on pokeball design

D. Use the power of memes to call in shrek to defeat them

Yes and how they respond depends entirely on what pokemon theyre trying to contain at the time, funnily enough there arent many pokemon that the Foundation doesnt already have at least one MTF that is specialized in containing already

B. Some SCPs can go up to Hyperverse level and the strongest Pokemon can only go up to Multiverse level. Pretty easy.

I was hoping for some elaboration on how. I'm looking to get deeper into SCP and I want to know what the Foundation is capable of. Sorry if I'm being to pushy.

Yes but the foundation isn't containing any of these tier 1 SCP's, OP literally said that they try to contain every Pokemon, so Arceus, Dialga etc. they would fail to contain some Pokemon because they are very unpredictable.

If they are willing to use SCP's then that's another story

239 and 343 stay willingly which means they are not containable, they can teleport right outside whenever they want

They still have tier 1s available to help them. Granted, whether that's in character or not is a different story.

Well if they are friends with them you'd guess they'd help neutralizing world ending SCP's which i highly doubt from past history and the files being still up. But i'm not to well versed in the tales, so i could be wrong, you'd have to ask Weekly

If something like Arceus is actively attacking 239 just points and Arceus is gone, but iirc its out of character for Arceus to just randomly attack people

What are D classes even supposed to do? They're death row prisoners without any MTF training at all. They can't exactly do much to any pokemon except Magikarp. Edit: got wooshed.
