This is Cell Games/Post-ROSAT Manga Piccolo vs Toei Post Nail Fusion Frieza Saga Piccolo. Speed is equalized and fight takes place on Earth.

Manga Piccolo scales to 11.859 KiloQuettatons while Toei Piccolo scales to somewhat above 12.645 KiloQuettatons to Toei Second Form Frieza

They're essentially the same character, but Toei!Piccolo has a few abilities that his manga counterpart doesn't, such as Duplication. The only thing that Canon!Piccolo has got going for him is that he has more experience, but thats about it.

I have to give it to Toei!Piccolo due to the fact that he has the slight AP advantage and more abilities than Manga!Piccolo.
 
I'd actually give the edge to manga Piccolo. While Toei has a more noticeable technique like duplication, it's nothing he hasn't seen already and iirc doesn't Multi-Form split up the power of the user meaning the hellzone grenades would hit harder. So while both would be surprised by what moves the other would use, the manga just has the more advantageous surprise since it's something Toei Piccolo has never seen.
