Does Seiya resists transmutation or sleep hax? Since Bill will do it with a snap. And since it's in Gravity Fall and Low 2-C Bill is present, he can also use the weirdness wave to transmutate him as well.

Seiya with the god cloth has one shoted Thanatos god of death the twin brother of Hypnos (god of eternal drowsiness), so I think he would have no problems with sleep haxxe.
As for transmutation, I honestly don't remember.
Seiya usually has no problem using Ryusei Ken right away.
But knowing nothing about Bill I refrain from voting
