I mean, does Dark here have resistances to powernull? If so then does he have layered of resistances? Are they perhaps smurf resistances? If not Oma kinda posing on Darkseid and passively null all of his abilities with the only exception being his type 9 immortality.

Not really, if he is only resistance to all Heisei Rider he wouldn't be able to really kill the Rider that has various immortality like Ghost or OOO.
