Oozaru multiplier question

Do we treat the Oozaru multiplier based off their official power level, or do we treat it based off their actual AP? Since Vegeta’s Oozaru Saiyan Saga PL is higher than Namek Saga Goku’s and Captain Ginyu’s.
 
Vegeta was actually weakened when he went Oozaru. I believe he was at 7,000 in his injured state.
