One Piece: City Block Coby?

The profile said Coby is City Block because he's a marine captain. This scaling does not make sense.During, Enies Lobby Nami defeated a few marine captains. Does that make Nami City block level? No. Coby himself hasn't shown any feats near this level. The anime filler feat from the special where he destroys a huge metal cylinder gear object doesn't count as it's not canon. I honestly don't see why Coby is City Block at all.

Yeah the reasoning of that alone is pretty faulty and thus should not be used to justify his tier.

What level would you suggest he gets placed at then? Honestly though to me weaker than city block seems kind of strange XD

We could put him at Unknown. That's one option.

Maybe scale him to early series enemies?

Coby is probably way stronger than City block by now, leaving him at Unknown seems to be the best
