Well, yeah it's only natural that a stronger Naruto would scale higher than his weaker self in the same state. I'm more so talking about everyone else.
I guess we could take Naruto as a springboard for the rest of the scaling and see where that leads.

This would make things easier, Naruto pretty much uses KN0 the whole time until Yamato enters the Team 7.

I feel as if there’s an issue here. Doesn’t Part II KN0 scale to 30% Itachi, the same person that scales to Part II Kakashi? Kakashi throughout all of Part II (before the war) is pretty much at the same level of power, so like, he’d scale to his feats in the Pain Arc that are way above 7-C (where Part I KN0 is).
