Motoko's reactions (being Supersonic) gives her a very good edge against Mina which only has faster than the eye can see reactions, plus Motoko's durability is higher

Motoko is faster and has better reactions. She also has slightly better durability and range advantage (Guns vs whatever projectiles Mina can pick to energize and throw). Plus Thermo-Optic Camouflage should be a good asset in the fight. Motoko can likely keep her distance and, sooner or later, shoot Mina in the face. Motoko wins.
