Minor Clancyverse Revision

This is a minor CRT because I'm not sure I can make the changes myself.

Looking at most of the profiles in the Clancyverse, most of the Intelligence ratings are very weird "comparable to operators who are responsible for development of vastly advanced medical cures and who invent their own technologies"..Shouldn't each Agent get their own inventions stated as proof with a correct tier? Now only imagine if we had an EG in R6S..the whole roster would be smart as hell!

Here is the proposed tier with justifications;

• Thatcher - Gifted (Is an ingenious operative of the SAS, being the oldest still in duty. His expertise in engineering as shown by his electronic counter-measures has made him a standout recruit of the Rainbow program. Played a key role in multiple operations, such as Operation Barras, Operation Nimrod, Operation Ellamy and Operation Telic. Stated to be the best in his field)

• Ash - Gifted (Obtained a degree in Engineering in which she specialized in Structural Resistance to develop advanced demolition tactics and equipment. Her passion for destructive weaponry as well as her great leadership skills led to her recruitment in the Rainbow program. She led several operations against the White Masks terrorist group. Was stated to be exemplary on Operations; "She thinks fast, and her aggressive style almost always puts her at an advantage.")

• Thermite - Gifted (Obtained a Bachelor of Science in Chemistry and then quickly joined the FBI. His tenure with the FBI’s Hazardous Materials Response Unit showcased his problem-solving skills, later enhanced through his contributions to Rainbow’s R&D, including co-developing the X-KAIROS gadget. Displays strong leadership skills)

• Castle - Gifted (Earned a doctorate in Science and Criminal Justice before joining the LAPD, where his exceptional leadership and perimeter control earned him early commendations and a captaincy in SWAT. His exceptional skills led to his recruitment in the Rainbow program from which he became an influential member)

• Pulse - Gifted (A Purdue graduate with advanced degrees in Forensic Science and Biometrics, he joined the FBI as their youngest intern, excelling in hostage negotiation and innovative technology as shown through his development of the Cardiac Sensor)

• Blitz - Gifted (A graduate of the elite Hermann-Böse-Gymnasium, Kötz's multilingual proficiency and athleticism underscore his adaptability. Transitioning seamlessly from the Schnelle Kräfte in Kosovo to GSG 9, Kötz has been instrumental in fostering international collaboration, including helping establish India's anti-terrorism unit)

• Jäger - Gifted (Developed a strong passion for aeronautical engineering and, eventually, started serving in the Bundespolizei Aviation Group. There, he designed cutting-edge defense systems, including the prototype Active Defense System (ADS) that caught the attention of GSG 9. Using the most advanced military-grade components and material available, the ADS blends the best miniaturization, defense, and engineering technology ever seen at that time)

• Bandit - Gifted (After joining the Bundesgrenzschutz (BGS) at 18, his skill in crisis situations and versatility earned him a helicopter license and eventually a role in undercover operations. He was later recruited by the GSG 9 to investigate The Hells Angels. Was shown to play a key role in the takedown of the White Masks terrorist group)

• Buck - Gifted (Pursued his ambition for an unconventional life through the Canadian Armed Forces Reserves while earning a Bachelor of Arts in Criminology from Université du Québec. Transitioning to full-time service, he joined the Military Police, where he honed his skills before moving to the Royal Canadian Mounted Police and its Emergency Response Team. His disciplined and adaptive nature made him a natural fit for Rainbow in 2015, where he joined critical missions combating the White Masks)

• Caveira - Gifted (Arrested at 17 for robbery, Taina's poise and intellect impressed the judge, who offered her a choice: a juvenile reformatory or service as an informant with the Polícia Militar’s BOPE. She chose the latter, leading to intensive training and numerous undercover operations infiltrating Brazil’s notorious gangs. This experience honed her expertise in interrogation, surveillance, and guerrilla tactics, eventually drawing the attention of Rainbow which she joined in 2016, building a reputation for her fierce dedication. She excels at extracting information from suspects, using controversial methods. Her talents in confined environment tactics and extreme risk situations have earned her a reputation as a dangerous, free-roaming operator)

• Clash - Gifted (Joined the Metropolitan Police Service in 2008, aiming to make a difference from within the system. Evans commanded front lines during the 2011 London Riots and developed new crowd-control strategies, earning the Queen's Police Medal for bravery. She was recruited by Rainbow for her riot control expertise and joined the humanitarian squad, Wolfguard, later on)

Everyone who is currently Genius should be, in my opinion, downgraded to Gifted.
