I think the issue with merging the keys is that it'll greatly inflate the statistics of Part I characters.
Part II Kakashi scales to Kakuzu, Hidan, partially Itachi, etc. We know that he'll scale to something far higher than KN0's Low 7-C+ calc.
This would potentially scale to Naruto's Rasengan, Haku, Retrieval Arc Sasuke, and potentially others through Kabuto scaling.

True, although Kakashi should actually scale far above that calc regardless so it’s not that big of an issue.

It would be fine if it's just those 3, but I'm worried it might spill over to other characters, too. If it doesn't though, then this is fine with me since it won't cause inconsistencies.

Dude, if in your scaling, a lot of people scale off Kakashi, then something is really wrong with it.

Kakashi’s feats in between P1 and P2 aren’t that different though, so while he did get stronger, it’s not enough to warrant an entirely different key.
