So, we know that One For All operates by stockpiling the strength of the users that came before it, making the Quirk more and more powerful as it's passed down from generation to generation. This is evident in Midoriya's statement during his fight with Muscular: "I was at 100%. The same as All Might's power." If this is the case, then by the functions of One For All, Midoriya should be stronger than All Might due to logic alone.
Several times can this be justified, one being how All Might was able to defeat All For One where Nana Shimura, his predecessor, could not, despite being heavily injured and nowhere near as powerful as his prime. Granted, All For One was likely not as fierce as his previous fight with All Might, but his last embers of One For All were able to defeat All For One while Shimura's full power could not. Another is how Midoriya using his Full Cowl at 5% was able to keep up with All Might's speed when the two fought Wolfram.
If this theory is correct (which it should be, because that's how One For All works), then Midoriya should me as strong as, if not stronger than All Might in his prime.
