Measuring Speed of Panels

I have been wondering this for a while, in a case a manga/comic does not say how much time passed in a feat but we try to find it anyway. since we use links like these to tell how many syllables are in a second , what is the estimated time of panels without dialogue?

I believe it depends on the context of the scan.
