Lying anti-anomaly agents (Dr. Clef vs Hasukawa Yumi)

Looping a staircase as he runs up it for 80 hours, making a usable telephone that had a cord that ended under the hood of a car and causing the flood in SCP-4231, caused a thunderstorm, turned the rain into blood and attacked another reality bender with the blood, he also either drugged people into think he removed all exits to a room and the desk were trying to eat them or actually made that the case. Other things almost certainly happened but I don’t want to read through all works with his tag so let’s stop there.
Feel like Yumi's reality-warping can probably counteract that, seeing how it manipulates events on global scale and stuff.

Overall I still think Yumi wins. IMO she is already somewhat more likely to win in just a normal shooting, given the durability and also being a good fighter.
And her reality-fiction stuff can more than counterbalance Clef's reality warping IMO.

So yeah, my vote for her.
 
Aren't her powers based on a writing app also there is this where he was unaffected by SCP-239 turning the world into a Halloween party and seemingly undid it after he stabbed her.

Only indirectly. She doesn't need to write stuff when she gets serious.

That's nice, but the fight won't last so long that he gets the chance to stab at her. And, as established, Yumi can't directly affect Clef, but I don't see why indirect effects wouldn't work. Like, what stops Yumi to just affect herself so that she fires the bullet the optimal way for an instant kill?
 
The passive narrative thing helping him, her not knowing that she can't directly warp him, both have a reaction speed that would allow them to dodge bullets, his fear hax, the fact he is wearing body armor that nullifies reality warping
 
Her using reality warping on her own shot to hit is the in-character thing for her to do, though. So she doesn't really have to know that she can't warp him. Although she would notice rather soon if this weren't over immediately.
