Ok I'm going with Lucario in a very close match. Neo is just as if not slightly more skilled in close quarter fighting than Lucario which is extremely impressive when going up against a fighting Pokemon. The problem is, most of Neo's more impressive hax while useful is countered by Lucario. Lucario's aura sensing negates any surprise attacks Neo has, moves like me first would completly surprise Neo, and finally Neo suffers from a huge range disadvantage as Lucario can keep him at a distance and fire aura spheres at him.
