Low-Godly regen for Sephiroth?

Should Sephiroth have Low-Godly regen since he was able to reconstruct his body while remaining as a disembodied spirit and was able to fight Cloud in his mind even after after his physical body was completely destroyed?

Well there's no image or video for the first one since it took him few years to complete. As for the second one, here's him attacking Cloud in his mind after his physical body was destroyed: https://youtu.be/LG5hr18qUVg (starts at 17:46)

Bearing in mind at one point Sephiroth points out he literally could not return even as a spirit-

And so firstly, he tried to manifest on the surface as just a spirit, but his attempt failed. He had already returned the memories of his own appearance to the planet, and so he was not able to produce an image of himself.

One thing Kadaj and company did was spur a lot of people to think about Sephiroth- Cloud, Vincent, Shinra, the Turks, etc. Basically Sephiroth made people remember him enough to actually matter and then Kadaj used Jenova to get a full body for him. This scenario can't be repeated- there's no more Jenova left AFAIK.
