Let's start with Hiruzen and part I Orchimaru. Kakazu Has defeated the 7 tails and 2 tails jinchuriki. During this he tanked a direct attack from the full 2 tails perfect jinchuriki and also tanked another attack that blew up the building they were in and destroyed a large portion of a mountain. For proof that kakuzu tanked it the panel following their battle displays a completely unharmed and uncaring kakuzu. He should scale to the bijuu since he doesn't rely on hax to beat his opponents and was selected to take out Bijuu. Also remember Naruto only beat him once he was fatigued and had lost hearts.
Konan has paper explosions that are stronger than standard explosive tags, capable of injuring Obito. Calculations can get her to island levels but she could most likely take out jinchuriki and Bijuu .
Kisame is stated a tail beast without a tail so should be bijuu level straight of the bat in raw chakra and potency. He Matched and is comparable to Version 2 Killer B and absorbed most of his chakra with his Samehada). So Low 6-B Kage, Akatsuki, and everyone who scale to them seems fair. Also reduces the huge gap from the Mountain level characters to the Multi-Continental level characters.
