Can all characters with immeasurable lifting strength (and tier low 2-C at least) lift the universe? or only objects with immeasurable weight but not the universe itself?

Can all characters with immeasurable lifting strength (and tier low 2-C at least) lift the universe? or only objects with immeasurable weight but not the universe itself?

A character's AP doesn't impact on his other stats, Goku is the best example of that
But yes, characters with Immeasurable LS can lift the universe, since this level is based on lifting things that exceed conventional 3D mass, being even able to lift extradimensional objects
