While Rowdy has an AP advantage with his knife, Tim (while not a master martial artist) has shown to be a better physical fighter. The fight likely plays out with Tim rushing and beating down Rowdy, liking even using his knife against him (since it wouldn't be out of character to do) killing off the masked killer.

It wouldn't be impossible for Tim to deal with Rowdy's stealth. He's fought both Alex and Brian who utilize it. Tim even showed that he was capable of hiding from Alex and getting a backstab on him

Not sure if Tim should get a stealth addition also for the fact that while Alex was monologing and spreading gasoline around Tim's place, Tim was able to stay hidden well. Or the time where as Masky, he spotted Jay hiding and attacked him. But regardless, I still think Tim can deal with it.

He does, but that doesn't exactly matter. Even assuming he sneaks up on Tim and does this, Tim could still overpower him due to being physically superior

You really don't know how impossible that would be for Rowdy to achieve, do you? Again, that would require Rowdy to somehow overpower Tim, keep him down while avoid taking hits, and somehow tie him up before stabbing him to death. I'm sorry, but in this kind of battle, he isn't going to achieve that. Not unless Tim just sits down and lets him. Realistically, if Rowdy tries this, Tim is just going to deck him in the face repeatedly. You're making pretty crazy excuses for how Rowdy can win
