Who Takes this?

Batman via far superior experience, skill, and versatility.

In all seriousness Batman is extremely more experienced and IIRC this version of Goku doesn't have the Kamehameha

Even without kamehameha, goku take this via his saiyan physiology, reactive power level, flight, and afterimage etc.

Goku doesn't really have any 8-C form, he starts at 9-A then jumps stright to High 8-C, so he kind of one-shots, also, yes, 21st Budokai Goku does have the Kamehameha, he learned it in the Pilaf Saga when he saw Roshi doing it.

I thought that I was right about the kamehameha, haven't watch classic Dragonball in a while but yeah goku probably one shots or takes it with mid difficulty with techniques like afterimage, flight etc.

By speed equalized, do you mean how fast the characters can move, or how fast the characters' attacks move? Because if the former is true, then Goku one shots with the Kamehameha being faster than Goku.

The Nimbus Cloud can be blow up as seen when Colonel Silver attacked Goku with a rocket launcher. Batman should be able to do the same with an explosive Batarang.

Well, if it is 9-A Goku, then this is a stomp in Batman's favor. Before, it was a closer match, but Batman is in another tier, strength-wise.

ok, Goku can still command the pole to extend even if he doesn't have it, and he can get it back pretty easily, as shown in the Red Ribbon army saga when someone stole Goku's stuff, and he just commanded it to extend, and it did.

And Batman rips it away again due to the batarangs abilities to match on to objects with a cord before one shotting Goku.

@Maverick I just told you that he can still command it to activate it, making it easier for him to get it back.

@Glassman He'll still lose the Flying Nimbus tho.

Then he'll lose to Batman in close combat due to his inferior skill and Batman's weaponry (Explosives, Flashbangs, Electricity, tranquilizer darts, liquid nitrogen capsules, and so on).
