If Ken can fight relatively evenly with Ryu he should be around 6 Megatons.
Johnny beat Shinnok who beat Raiden, who is capable of creating storms so he should at the very least be above 6 Megatons.

Gonna say, ken due to skill and EXP, and strength, i think.

I am quite certain Johnny holds a massive skill and experience advantage over Ken. Not sure about the strength though. They're both somewhere around 6 megatons.

Well for one, Johnny would again have the AP advantage. Raiden being 19 Megatons means Johnny should be above that since Johnny > Shinnok >> Raiden.

i would rather incline to equal AP, then advantage, also Johnny> Shinnok, only because the guy has that green energy which is basically kryptonite to gods
