Desghidorah is currently labeled as Planet Level while FW Godzilla (the one Keizer Ghidorah fought, of course) is labeled as Country Level, but what I think muddies this up is the fact that Cretaceous King Ghidorah was killed by a volcanic eruption. Cretaceous King Ghidorah should be comparable to if not stronger than Desghidorah for nearly beating a much more powerful version of Mothra Leo than the version Desghidorah fought (each monster and transformation in the Rebirth of Mothra trilogy is substantially stronger than the last), even though Leo was only at half strength when fighting Cretaceous King Ghidorah.

Keizer Ghidorah can absorb energy, but Desghidorah can fly and is fast in the air. He should be able to avoid Keizer Ghidorah's gravity bolts long enough to finish Keizer Ghidorah first.

Des wins. Keizer might be able to throw around Des for a bit at first, but Des is more than tough enough to shrug it off. His Lava Gouts would put the hurting on Keizer pretty good, and his Pyre Road would also be a big problem for him. That, and Des can actually fly.

Desghidorah is not planet level. He didn't destroy only planets, just reduced them to wastelands by draining the energy from the plants & the planet. Draining a planet of it's energy is nowhere near the same as blowing one apart. Keizer Ghidorah would be stronger considering he was able to do so much damage to Godzilla, when the meteor that wrecked the town didn't even seem to phase him.
