Yes they are on a lower dimensions level but the power stem from the 7th dimension.

Saver had merged into the multiverse (which encompasses 7 Dimensions), becoming the creation itself and later transcending it to a higher dimension, he was evolving in the Novel to reach this stage in order to match Gaim, however (spoilers) at the end of the novel, Gaim appears and simply destroys Saver with one attack, shows that they were never even close to each other's level, Saver never approached Gaim's power even though he evolved so much, then we have Decade that has the Gaim's powers which at least throws him to the same level, and we have Ohma-ZI-O and ZI-O Ohma Form that are absurdly beyond the others because power, where a comparison is not even possible.

Decade and Legend Riders would scales to 7 dimensional scale. The characters mostly operating lower dimension but only when they are untransformed.

I would explain how scaling work in future thread.
