So this is hopefully another uncontroversial thread,
But yeah Chidori should be considered a speed amp on our profiles.
Why?
In the series, we are given two breakdowns of the jutsu. Once by Guy with Kakashi present(ch.113 - ch.114)
And again in the Kakashi Gaiden Flashback by Minato when he was breaking down the Jutsu's flaws(ch. 240)
In Guy's explanation, he cites twice that the "almost impossible" speed that the jutsu is performed is one of its defining factors.
In Minato's breakdown he correctly assesses this strength as well however he also adds that the Jutsu makes the user move far too fast to be able to adjust for a counterattack(something Minato determined after watching Kakashi almost get obliterated by a random stone Shinobi.)(ch.240)
Kakashi is soon after shown acknowledging this weakness when he thanks Obito for helping him perfect the Chidori after he is given Obito's Sharingan(A dojutsu that amps perceptions, reactions, and allows you to predict your opponent's movements)(ch. 244)
By the end of the story, we see that this weakness still holds true because after an older and far faster Kakashi loses his Sharingan, he's no longer capable of using Chidori/Raikiri effectively and creates Purple Lightning to supplement this(Kakashi Hiden: Lightning in the Icy Sky.)
Proposal:
Any Kakashi, Sasuke, or Sarada key/profile that uses Chidori or Raikiri should have (higher with Chidori) or (higher with Raikiri) under their speed ratings.
