Looks like he's just shielding himself, pretty common thing.
Comparing the movement of his body to the explosion is a stretch imho.

Yeah, I don't really see much from the feat that would update anything.

King means if it could scale to Ryu's speed by comparing his movements to those of the explosion.

But... it's not even anywhere near lethal range.
This'd be like putting your hands up to block oncoming glare from light so that you don't get blinded, or getting shocked by a far away explosion.
AKA, not even a "feat", not worth calculating in the slightest.
