Since the Gauntles has power only in the universe it was createad, shouldn't Thanos fall in the Low 2-C tier instead of full 2-C?

That applies to lower tier characters that have powerful hax that can defeat higher tier characters but can't be given a distinct higher tier due to their nature and inability to establish a limit to their hax without headcanon. That doesn't mean that you should completely ignore the feat of beating stronger characters if it is consistently shown that Thanos's AP caps off at 2-C. Thanos can affect 2-C characters thus he is 2-C

When you say that his "Gauntlet can only affect his own universe", that doesn't have anything to do with attack potency, that's just range. That is also why he has Universal+ range as a 2-C
