I have a question for those that watch the flarrowverse and saw the last episode of Legends of tomorrow

So ronnie's firestorm generated a nuclear blast in the first season and jay Jackson absorbed a nuke clear blast last episode. Doesn't that make firestorm city lvl? And that would mean the flarrowverse has two city lvl characters: firestorm (possibly deathstorm) and vandal savage with the staff.
