So, I was just jumping around seeing some character profiles and than I saw hulk's and his tier was set at solar system level. What the heck? hulk has various feats that put him above that and also by scaling he's much above solar system. He has defeated thor in many battles who alone an average version of him would be around galaxy level to be least in the comics. Not to mention certain other versions of hulk like the world breaker hulk and immortal hulk who are above than just solar system.
Ever since, the Immortal Hulk has made it clear that his goal is to destroy the Earth. And now we're seeing the building blocks of that in issue #24. But during all of that the writer (Al Ewing) has been teasing Bruce Banner billions of years into the distant future with the implication that he either survived it all or destroyed it all. And now comes the current issue where Hulk - lets be honest it's the Hulk talking - says he killed Franklin Richards. The same Franklin Richards who when he was a child could create UNIVERSES.

that alone puts immortal hulk at universal easily.
