Hollowness Question

I have a question as to why this wikia uses 80-90% hollowness to determine the interior space of a structure for Comprehensive Destruction calculations.

I ready that Skyscrapers have a space of (1/3) it's overall volume, wouldn't this need some revaluating?
 
I think is one of these arbitrary values, and 90% was used to low-ball (that do not stop it from being arbitrary). Maybe it could be more or less, I do not recall someone calculating it.
 
I way to find the hollowness of a building is to known its real mass, then divide it by its density to find the real volume, pixel scale that same building to find its volume, and finbally divide (real_volume/calculated_volume)*100%.
