Wilford is technically a quicker draw, more trigger happy, and has toon force stuff. What feats does Hogan have actually?
 
Yep. He can appear out of nowhere and can switch clothing. It's listed in his first key.

Hogan's main thing is his incredibly charming and manipulative personality. He can trick German officials into basically being pawns in his plans. He is even smarter than Carter who managed to fool an entire German camp that he was Hitler. Hogan isn't as good with impressions sure but he's so much smarter and clever. He's tricked a German general (have no idea how to spell it) so many times, that he believes Hogan is an ordaniary soldier.

If anything, he'd notice how Wilford is and trick him into his own demise
 
I'll vote for Wilford given how trigger happy he is. If anything, he's shoot Hogan as soon as he utters a word.
