I vote to Yang Guo because her Aura, better lifting strength allows her to have better chance to win.

Fun fact, Yang and Ryuko have the same japanese VA
Yang should take this pretty easily. On top of having higher general stats she's absurdly more skilled than this key of Ryuko, and Ryuko lacks combat applicable regen and thus cant exploit her RPL like in her later keys. Yang's aura would protect her pretty well against Ryuko's passive heat for long enough to take her out, and Ryuko in this key actually has a short time limit in which she can fight, due to not mastering senketsu in this key she can only stay transformed for an hour before she passes out from blood loss, which can be shortened even more if she uses her rage power to amp herself. As for the scissor blade, its only 6-A in cutting power, not destructive capacity, it can cut things with 6-A durability but Ryuko can only swing it with high 8-C power, so yang's aura can withstand it just fine. If this were her Beacon Arc key it would actually be pretty close, but Post-Haven pretty handily wipes the floor with BoS Ryuko.
And as Reaper brought up, Yang actually had a win over Ryuko some time ago, but it was removed for some reason.
