He Who Walks Behind the Rows

I've heard that there's an implication in one of the novels (I'll look through Children of the Corn to see if it's there when I have the time) or other material that "He Who Walks Behind the Rows" is implied or stated to be Randall Flagg. Is this true?

I'm getting back into the series just now, so I wouldn't know this, nor have I actually heard the reasoning aside from "He Who Walks Behind the Rows" (which sounds kind of faulty, imo), he has the power to pull this off, and that Nick Andros apparently had a dream about them being the same being.

He Who Walks Behind the Rows is implied to be Flagg, but it's never been confirmed by WoG (unlike Flagg's other more ambiguous aliases, like Richard Farris in Gwendy's Button Box), and there's no definitive scene that shows them to be the same being.

Until King says they're the same person outright, I don't think we can comfortably scale HWWBtR to Flagg, or vice-versa.
