Actually Katakuri is around 2 GT physically for harming Luffy and his Mochi is superior to BoT G3 Luffy who one shot Monster Hody who is 3.9.

That's due to Katakuri reforming his body to dodge attacks, if he tried that during rain he would fail as his mochi turns to liquid he couldn't reform.Didn't luffy need armament to actually hurt him?

Even if Thor makes the rain to nullify the powers of the Mochi Mochi no Mi (Assuming he does this in combat, and would have time to deduce the opponent's weakness so quickly), that won't save him from be completely beaten up. Katakuri is much more skilled in combat being able to copy fighting styles, much more flexible, besides being 5 meters tall and having a trident as big as himself (Which he uses to fight since he was a kid). Thor wasn't going to stand a chance facing a guy who can read and predict all his movements before he thinks of doing then. Getting closer to Katakuri, for Thor would be the biggest of his problems, because he would be read like a book and he wouldn't even be able to take a step to distance himself.
However I highly doubt Thor would start using rain when he has no prior knowledge of his opponent's abilities here. He would probably start the fight using physical combat or lightning (That Katakuri can dodge blindfolded due to precognition), given the initial 50 meters, it is more likely to start with lightning. Katakuri would have no problem approaching Thor to slap him, as much as using Mochi to immobilize Thor from afar would be more than enough and definitive, it would give him a quick finish, blasting his body with Mogura blows after that.
