Does equalizing speed mean that Deoxy's speed form is completely useless?

Deoxys' speed form is still more agile than the other ones, so better dodging capabilities.

I'll have to give it to Golbez.

A lot of his spells will work well against Deoxys. Shell and Reflect will weaken energy-based attacks, and if Pokemon types are taken into consideration, Golbez uses a lot of dark magic. Due to his own experience in both using psychic attacks and being a previous victim of brainwashing, he can fight back any attacks on the mind.

One major thing, though, is intellect. Deoxys is very, very smart, but it's still known to act on mostly animal instincts, like many Pokemon are. It can be incredibly single-minded. Golbez, however, is a cunning strategist, capable of figuring his opponents out and planning around them. I even like to think he did the "Xanatos Gambit" before Gargoyles even came out.

So yeah, after some fighting, Deoxys going on an all-out offensive and alternating forms to accomodate, I think Golbez would figure it out and come up with a winning attack.
