In the description itself it says that to be low 1-C you would have to affect, create or destroy a 5D or 6D dimension, Koyama says the other world is 5D, I don't see how that wouldn't be low 1-C. Unless Koyama was wrong.

All of his statements are stated by himself to be just his opinion on the topic, so they shouldn't be treated as something literal, neither as canon at all. This is even worse since everything he says literally contradicts the series as a whole, and it's pretty clear how he doesn't even understand his own words.
