his destination manipulation scales to that of the jotaro, who did not write a new destination, just changed the previous one. so it would be useless in a battle other than with someone who manipulates fate

Forgot about Post-Absorb, sorry ig. Also like his Fate Manip is based on his RO, so I thought that he can use his hands to do fate manip ig.

Dio himself never used fate manipulation, he only scale to the jotaro with star platinum Over Heaven, who himself never used fate manipulation directly, only denied the fate of others
 
I know he is, what I'm saying is that, if he starts with TS, then Goku will resist and his passives will kick in.

His stamina fuckery even stops someone from thinking.
 
I dunno much about goku here.
But if we use mechikabura he has multiple stuff that are pretty neat.
Dimensional domain which will set dio stamina to 1 and he can with any of his attack
His normal attack effects stamina which includes his black hole.
He has power null, can seal his special movements
He can summon janemba which he has passive power null, sealing, can make copies of his opponents
And don't forget the massive wall of stat related abilities and passive probability manipulation.
He has chronoa and towa abilities which include time stop, can heal himself and power mulling too.
He also absorbed gravy which could give him passive power null

With passive stamina drain, remember ge has gravy abilities which may or may not include passive power nulling, he can seal the special attacks of dio, he can also use towa and chronoa versions of power nulling
