Godzilla. Lucario is weak to fire, and Godzilla packs a lot of firepower; also, Godzilla has superior AP and Durability.
 
Lucario via versatility but notably, Precognition, Telepathy, Power Mimicry, Status Effect Inducement and his Empathic Manipulation.
 
He can't mimic Godzilla's durability or regen; Me First only works on attacking moves. Godzilla's regen burns out most status effects, and Lucario's Precognition can't be spammed (Detect becomes increasingly unreliable the more its used in succession). Telepathy would be worthless in this, because he can't actively change Godzilla's mind (telepathy =/= mind manipulation), and reading his mind doesn't necessarily mean much, either; Godzilla is an instinctive creature, with a low animal cunning, not a reasoning creature who thinks through his actions.


Also, I noticed "Empathic Manipulation" in Lucario's abilities, too, but which of his moves actually produces that effect? I'm seeing abilities it can use to affect its own emotions, but nothing that manipulates its opponents emotions, other than "intimidator"...Godzilla outsizes Lucario, easily, and is known to be utterly fearless, so Intimidation isn't a factor.
 
Actually he does have Mind Manipulation also even though Godzilla is an anmal with low intelligence Lucario should still be able to bugger with his mind, You could say Godzilla's regen nullifies SEI but does it negate Resistance Negation or Void Manioulation or Sealing?
 
Mind Manipulation is not listed in his abilities, only Fear and Empathic Manipulation. None of his abilities/moves imply he has the ability to manipulate minds in the slightest extent.
 
The only "mind manipulation" Lucario has is Psychic (a telekenetic blast) and Calm Mind (a self buff), neither of which gives him offensive telepathy/"mind hax" in that sense. If Lucario tries to get in close and fight, it's gonna get a direct dose of concentrated radiation, by the time it's done with a close combat barrage, it'd gonna start to succum to radition poisoning. If they try to fight from a distance, all Godzilla has to do blast em with an atomic breath for the same results, only much faster. Godzilla wins for those reasons.
 
Poisonous and hazardous materials aren't the same as nuclear radiation. Poisons are chemicals/cells that attack healthy cells, radiation, in this sense, is an ionized energy that passed through the body and destroys/mutates cells. Unless Lucario's steel is lead, he's not resisting that.
 
Considering quite a few Poison types are classified as radioactive, it definitely goes into Lucario's immunity.

Heck, Lucario isn't even steel. He's orichalcum...within bits of his body.
 
Grimmer, Muk, Kogfing, Weezing, Trubbish, and Garbador are literally toxic waste, or radioactive material.
 
Grimer and Muk are sludge, decomposed waste, nothing in their descriptions implies or alludes to radioactive waste. Koffing and Weezing are toxic gasses, much like those billowed out of exhaust pipes and factory smoke stacks, nothing alludes to or implies radioactive gas. Trubish and Garbador are just animated heaps of garbage from a garbage dump, again, nothing radioactive implied or directly referenced.
 
Grimer and Muk: Sludge brought to life by x-rays (radiation) from the moon.

Koffing and Weezing: Absorbs dust, gems, and gases from toxic waste.

Trubbish and Garbodor: Born from a combination of garbage bags and industrial waste.
 
I'll half give you that one, but being animated from/exposed to reflected sun rays/x-rays from the moon doesn't mean you now have the ability to freely emit it, otherwise everything would have that ability just by being outside at night.

"Toxic waste" still doesn't imply radioactive. It directly references several of the factors from which it gets it's toxic gasses, none of them are radioactive.

And, again, no implications or examples. That's just as vague and unfounded as "character X is immune to fire, therefore heat, so they can tan on the surface of the sun with no troubles!"
 
They also include a whole host of other things, many of which are actually specified, so without direct reference, we can't assume it's a blanket term that applies to absolutly everything you could label "toxic".

Not a good analogy. Many more factors are to be taken into account that have nothing to do with temperature when it comes to the sun. Poison is still considered poison in this case, which encompasses smog, venom, poison, garbage, waste, etc. in Pokémon. Given that radiation and waste are included in poison descriptions, there's no reason to assume exclusivity.
 
It's a weak anaolgy/arguement for a reason, it's supposed to make and reflect the point that you can't assume just because two things vaguely fit in the same criteria, in that case "heat". And there's every reason to assume exclusivity, for one radiation isn't mentioned once anywhere in pokemon, let alone in poison descriptions, and two, radiation, especially in this context, doesn't act like other poisons, it's not dependant on a liquid, gas, or cellular form in order to enter the body through the skin or an oriface of some kind and cause harm, it's an energy similar to light/photons that simly pass through you, unless you're something incredibly dense like lead. Lucario being immune to the effects of say, rotting garbage and biological waste, isn't the same as ionized radiation.
 
I concur with Sir Brown Bear. It's physically different--as well, no Poison-type moves ever imply that they're radioactive. Steel can be irradiated, by the way; with intense enough radiation, steel will actually melt, as proven at the Chernobyl meltdown.
