I don't think Garou has a means to put Godzilla down given Godzilla's insane resilence to punishment and his Regenerationn.
Godzilla has an insane range advantage, though Garou is around 4.5 times stronger if he scales to the CSRC, though that's somewhat unlikely. Without that, Godzilla has an over 2x AP advantage.
Garou's regen will be hard to counter if he's phsycially hit but the atomic breath should be good enough.
