Wells, all might while very weakened and tired could keep it up with Wolfram in two heroes who was extremaky similar to gaara in his strogest version. And could destroy a total street with one punch because of wind pression and extreme force. Plus being very durable, resisting bakugo's explosions and All for One hits while weakened and tired. Also all might usually contains himself in the whole series because of the innocent civilians surrounding him.

So yeah, this one foes for All Might
