Is that Reality Warping thought based? What does it do to a person?
It can be assumed so, as it could be comparable to his other but inferior powers like his Mind Manipulation, which are thought based, making others bend to his every whim.

His Reality Warping, as said on the profile, can be used to create, move, erase buildings (ignoring the phone stuff). Since it works on houses and stuff like that, I doubt that it wouldn't be effective against a mere 9-B character.

He also scales above The Player, who can erase ghosts. Which means he isn't limited to erasing inanimate objects.

Well high enough AP to one-shot your opponent isn't at all new on terms of being a wincon. So I do not see the issue here at all. You should know because you have participated in threads where that is the case.

I mean, it seems all Sonic has is AP.

That means Slappy can defeat Saitama.
Hey, you can't argue that isn't a valid wincon when speed is equalized and Sonic can hit with electricity.

Let's bring an example in: Broly vs Scourge. Scourge has hax that Broly has nothing against, and Broly can't hit him because of the speed difference, but you argued because of his AP he could win.

So, what's wrong with Sonic being able to use an electricity blast before Slappy reality warps him? Bloodlusting doesn't mean they'll use their strongest attack instantly, it just means they're going for the kill.

Slappy has other hax, and since he has no prior knowledge, could mean he'd attempt some other ability out of his wide variety of abilities, thinking that they'd kill since he is extremely arrogant, and die.

It may not be likely, but it is a possibility, going off what the Bloodlust page describes bloodlusting as.
