So Foxy has his hook, yes, but Shere Khan is overall far stronger. Khan is superior to King Louie, who is able to survive an entire temple collapsing. Therefore, Shere Khan could just tear apart Foxy.
Foxy is basically fighting Scar, except this time, Scar is stronger.
