Even if there is a discussion rule about a verse, can you still make a thread/CRT going against the rule?

Lets say that you have some arguments that haven't been brought up, or even arguments that haven't really been responded to against a discussion rule. Are you still allowed to make the thread? or is it like set in stone, and any CRTs against it are banned?
 
Pretty sure any discussion rules about not making any more upgrade or downgrade crt means not to make the CRT on already addressed arguments.

If you have any new argument, you can make a CRT for it.
 
If theirs a discussion rule for something then generally, you don't do that something unless Staff says otherwise, no matter what new things you think you can bring to the table. The rules exist for a reason, and that reason is that the topic has been done to death and very likely you are not bringing anything new to the table.
 
I understand not bringing up arguments that have already been brought up and addressed numerous times, but what if you look through the thread(s), and your argument hasn't been addressed/brought up? Are you still not allowed to?
 
It would be better to ask Staff members, it's very easy to miss a thread on a subject, so asking about whether something has been brought up to those involved in said threads would be a better approach.
