Because Roshi himself stated that if his battle with Tien continued, he might've lost (which should include his 100% for obvious reasons)

But why would it include the 100% form when he only used it to turn goku back to normal? He never used it in a fight unless im not remembering something

That's they said it's possibly instead of outright. As for the relativistic speed? There's a revision about the combat speed and stuff for dragon ball atm. I haven't read all of it yet but ngl In my PERSONAL opinion off the rip it doesn't really sight right with me to me as many characters either were or became more powerful than roshi which we have literal direct statements and/or feats for said characters.

Yeah, Master Roshi basically implied Tien is even stronger than he is and said he would replace Jackie Chun as the one whom he wants to stop Goku and Krillin from winning the tournament fair and square. Plus, he did momentarily shift in his seriousness form from time to time; and I know guidebooks aren't the most reliable, with Movie Codec being the worst by far. But one of the guidebooks did say Tien has the same PL as Max Power Roshi at 180. Master Roshi also did say that Tien's Tri Beam had power that surpasses even his Max Power Kamahamaha Wave.

As for the speed, I think Damage simply thought it should just be Attack Speed exclusive despite characters with higher AP should otherwise upscale in terms of AP would inherently upscale in attack speed as well given Dragon Ball's PL consistency. But there was a thread to separate flight speed from combat speed and short burst movement speeds given Dragon Ball's consistency of combat speed being a lot better compared to flight speed for each and every character. However, as said above, Tien's Tri Beam should upscale in attack speed from Roshi's Kamahamaha and thus be roughly baseline Relativistic in which Goku dodged at a last seconds notice and launched himself higher than Tien. So I personally thing it should have in turn scaled to 22nd Budokai Goku's reactions and thus those who scale from him.

Also, I was planning to upgrade the 21st Budokai Goku and merge it with the General Blue Key that would in turn upgrade 21st Budokai Roshi. There's literally 0 reason for any of them to be below General Blue given that Blue was literally killed by Tao's tongue. Goku also never had much reason to jump that much just from the 21st Budokai compared to the jump he otherwise would have gotten from either Roshi's training or better yet Korin's training. In this period, he also survived Tao's Dodon Ray. Grandpa Gohan who fought a post Korin's Tower Goku and was Baba's new strongest fighter as no reason to be above any period of Roshi given Gohan was a student of Roshi who never really had what it took to surpass his master unlike Goku or Krillin. Also, it is overlooked that Roshi passed Korin's training 300 years ago, it may have took him 3 years as opposed to 3 days, but the fact that he even passed it is a testament to his base form being closer to Tao Pai Pai's level then he is General Blue (Let alone a couple tiers below Blue). Also, in his 21st budokai key, his Oozaru form could be possibly Moon level imo given that Roshi needed to bust the moon in order to stop him.

Yeah, i was weirded out when i found everyone at hypersonic except roshi

Pretty sure he destroyed the moon so he don't kill goku, not that he couldn't do so if he wished to

I said maybe, and not only that, there's also Raditz being seemingly confident even Baby Goku's Oozaru form could have wiped out all life on the planet. But we can tackle that later. And at best I still only said maybe.

Roshi himself is still Hypersonic. It's just his one attack that is Relativistic and none of his other speed stats are suggested to be as fast as that.

Yeah but we already scale other characters above him, gokus kamehameha should be faster for example
