Since he have a tail in all this keys, so he can acess this transformation in all of them.

Post-Choshinsui: 59.2 Exatons, 592 exatons

It does, it's just Dragon Ball Super retconning it by making it super cumbersome when that was never a thing before, otherwise Goku would have taken advantage of it against Vegeta.
